RECEIVING ASSISTANCE FROM THE "MOVES" PROGRAM

Our Cooperative has received assistance from the European Union through the European Regional Development Fund and the Ministry for Ecological Transition and Demographic Challenge for Electric Vehicle Charging Infrastructure, as part of the Program for incentives for efficient and sustainable mobility (MOVES II ANDALUCÍA), managed by the Junta de Andalucía, through the Andalusian Energy Agency.

The Andalusian Regional Government, through the Andalusian Energy Agency, an entity attached to the Ministries of Presidency, Public Administration and Interior, and Finance and European Funding, has today published the call for incentives from the MOVES II Program, endowed with 17 million euros. The program includes four actions to improve energy efficiency in Andalusian transportation: the acquisition of alternative energy vehicles (motorcycles, quadricycles, cars, buses, vans, and trucks), electric charging infrastructure, implementation of electric bicycle systems, and sustainable mobility measures.

Taking into account the experience gained in managing the incentives of MOVES I, for this call, the Agency has maintained, as an Andalusian distinctive element, the model of public-private collaboration through affiliated companies (responsible not only for supplying the goods or services subject to the aid but also for handling all the procedures related to the application, management, and justification of the incentives on behalf of their clients), as well as the design of a 100% telematic procedure.

Scrapping the vehicle will now be optional

One of the main novelties of this year for action 1, direct acquisition or through financing operations by financial leasing or rental through renting of more efficient vehicles (plug-in hybrids - PHEV, extended-range electric vehicles - REEV, pure electric vehicles, fuel cell - hydrogen - vehicles, or gas trucks), is that scrapping a vehicle registered in Spain before January 1, 2013, will be optional, although beneficiaries who opt for it will receive a higher amount of incentive.

Thus, with a total budget of 6 million euros, the grants range from 600 euros for pure electric light quadricycles to 15,000 euros for N3 vans or trucks and M3 plug-in buses or coaches, settling at 5,500 euros for electric cars with a range greater than 90 kilometers requested by individuals and public entities, provided that a vehicle is scrapped. Otherwise, the incentive will be 4,000 euros. A small or medium-sized enterprise will receive 4,000 euros if it provides a vehicle for scrapping (2,920 euros if it does not); and a large company will receive 3,000 euros in the first case and 2,190 euros if it does not submit a vehicle for scrapping.

In addition, manufacturers or points of sale must offer a minimum discount of 1,000 euros for cars and vans. Cars (M1) cannot exceed the price of 40,000 euros (53,000 euros for pure electric vehicles with 8 seats, for social purposes), nor 10,000 euros for motorcycles.

Likewise, only for trucks and vans, Liquified Petroleum Gas (LPG/Autogas), Compressed Natural Gas (CNG), Liquefied Natural Gas (LNG), and gasoline-gas bifuel (without the need for scrapping) are considered, with incentives ranging from 3,600 euros to 13,500 euros for public entities; from 2,250 to 13,500 euros for small and medium-sized enterprises (SMEs); and from 1,800 euros to 13,500 euros for large companies.

The deadline to submit applications for grants for this action begins on October 21; however, if it is an individual citizen, they may have purchased their vehicle since June 18 without having to wait for the publication of the call or the opening of the application period for grants. For these cases, the corresponding applications for the incentive of the previously acquired vehicle (provided that it meets the requirements established in Royal Decree 569/2020 that apply to it) must also be submitted from October 21 onwards.

For action 2, electric vehicle charging infrastructure (public and private), with a total budget of 8.6 million euros, companies will receive a 30% subsidy of the investment they make. The rest (individuals and local entities) will receive 40%, with a limit of 100,000 euros per recipient. Battery charging systems for electric vehicles will be eligible for direct acquisition. In the case of communities of owners, the electrical pre-installation for vehicle charging will also be eligible for subsidies.

For action 3, electric bicycle loan systems, which may be public or restricted to companies or industrial estates, 30% of the eligible cost up to 100,000 euros will be subsidized. This action, with a total budget of 860,000 euros, includes the project, civil engineering, anchors, and bases of the system, the cost of purchasing the bicycles, and the necessary software expenses.

Action 4, endowed with 1.7 million euros, incorporates sustainable mobility actions in access to workplaces or activities, which can be requested by self-employed workers and companies, with the aim of achieving greater participation in more efficient modes of transport. This measure also includes actions to adapt mobility to the new requirements demanded after the pandemic, which must be carried out in urban areas and promoted by public entities, such as adapting the city to promote individual displacements, a more sustainable urban distribution of goods, and strengthening public transport services to regain user confidence.

The grants for this action range from 40% for entities with commercial or business activity to 50% for the rest, with a maximum of 425,000 euros per beneficiary. The deadline to submit applications for grants for electric vehicle charging infrastructure, electric bicycle system implementation, and sustainable mobility measures at the workplace begins on November 24.
